City bidding on 10 vacant AISD properties for affordable housing


TODAY THE CITY OF AUSTIN IS MAKING A BID TO PURCHASE 10 PROPERTIES THE AUSTIN INDEPENDENT SCHOOL DISTRICT HAS PUT ON THE MARKET.ONE GOAL WITH THE SALE IS TO GET MORE AFFORDABLE HOUSING FOR TEACHERS AND FAMILIES.KATE WEIDAW IS OUTSIDE ALLEN ELEMENTARY IN EAST AUSTIN WITH THE DETAILS.TODAY NOT ONLY WILL THE CITY PUT IN A PROPOSAL TO PURCHASE THE NOW CLOSED ALLAN ELEMENTARY BUT ALSO NON-PROFIT FOUNDATION COMMUNITIES IS ASKING COUNCIL TODAY TO SUPPORT A RESOLUTION THAT THEY ARE CHOSEN TO LEASE THIS LAND TO BUILD 200 AFFORDABLE APARTMENTS AND TOWNHOMES.EARLIER THIS YEAR THE DISTRICT ASKED FOR BIDS AND PROPOSALS ON PROPERTIES THE DISTRICT OWNS BUT DOESN’T USE FOR EDUCATIONAL PURCHASES LIKE THEIR ADMINISTRATION BUILDING ON WEST SIXTH STREET. MANY OF THESE PROPERTIES HAVE BETWEEN ONE AND 31 ACRES OF LAND ATTACHED TO THEM.WE TALKED TO FOUNDATION COMMUNITIES ABOUT THEIR PROPOSAL WHICH THEY SAY WOULD SAVE THE SCHOOL AND WOULD REOPEN IT FOR PRE-K PROGRAMS, THE GYM WOULD BECOME A COMMUNITY HEALTH CENTER, AND A FINANCIAL CENTER. ALSO ON THE 19 ACRES OF LAND THEY WOULD BUILD AFFORDABLE TWO AND THREE BEDROOM APARTMENTS TO ATTRACT FAMILIES TO EAST AUSTIN – HALF OF THE FOR SALE UNITS WOULD BE SET ASIDE FOR AISD TEACHERS AND STAFF.ALL OF THIS IS A BIG DEAL TO THE DISTRICT BECAUSE THEY ARE LOSING AN AVERAGE OF 1,000 STUDENTS A YEAR DUE TO THE LACK OF AFFORDABLE HOMES – NOT TO MENTION TEACHERS.”WE LOSE ABOUT 800 TEACHERS A YEAR AND HALF OF THE REASON WE LOSE TEACHERS IS BECAUSE THEY CAN NO LONGER AFFORD TO LIVE HERE IN AUSTIN.””IF WE BUILD 200 NEW AFFORDABLE HOMES THAT WILL BRING 160 NEW CHILDREN BACK INTO THE SCHOOL DISTRICT, THEY WILL MOSTLY GO TO GOVALLE ELEMENTARY. WHICH IS INTERESTING GOVALLE IS EXPECTED TO LOSE ABOUT 160 KIDS OVER THE NEXT FIVE YEARS.” THE DEADLINE FOR PROPOSALS ON THE AISD PROPERTIES IS DUE ON WEDNESDAY – A DECISION ON ANY SALE OR LEASE WON’T BE MADE UNTIL NEXT YEAR.DISTRICT OFFICIALS TELL ME ANY MONEY GENERATED FROM THE SALE OR LEASE OF THE PROPERTIES WILL GO INTO THEIR GENERAL FUND WHICH IS NOT SUBJECT TO RECAPTURE FROM THE STATE. THAT’S A BIG DEAL BECAUSE THE DISTRICT IS PROJECTED TO LOSE MORE THAN 2 BILLION DOLLARS OVER THE NEXT THREE YEARS DUE
